LDC TO INTRODUCE 'EASIER, FAIRER AND MORE EFFICIENT' HOUSING ALLOCATION SYSTEM

LDC cabinet councillors today approved a new system for allocating council homes to residents on the housing register, designed to match people more effectively with the properties they need.


The current Choice Based Lettings (CBL) model will be replaced with Property Match from April 1, 2026.

The move follows a public consultation which saw more than 500 responses from residents, stakeholders and partners. Some 75% of respondents were in favour of the Property Match transition and there was broad agreement for other key aspects of the changes.

Under the new Property Match approach, the council aims to take a more proactive role in matching residents with the most suitable homes for their specific needs. This change aims to reduce the time properties remain empty and ensure that households - particularly those in urgent need or temporary accommodation - are housed more quickly.

By streamlining the application process and introducing clearer priority bands, the council aims to prioritise those with the greatest local connection and the most pressing need.

Councillor Mark Slater, , (pictured), Cabinet Member for Tenants and those in housing need, said: "With demand for council homes at an all-time high, it is vital that our systems are as effective and transparent as possible. Property Match is a clear improvement over Choice Based Lettings, providing a system that is easier, fairer and more efficient, and offers a better experience for applicants. People will still be able to state their preferred areas, turn down two offers without affecting their position, and challenge any offers they feel are unsuitable."

The criteria for the housing register are also being revised to ensure that the limited number of available homes is reserved for those who truly need them. Stricter local connection rules and updated financial thresholds are being introduced, ensuring that social housing remains a safety net for the district's most vulnerable residents.

Councillor Slater added: "This is a necessary and pragmatic response to the national housing crisis. While we are one of the few local authorities continuing to successfully deliver new council homes at scale, we must also ensure that our existing stock is allocated fairly and effectively. These changes will provide a more supportive and realistic pathway for everyone on our waiting list."
