NEWLANDS SCHOOL SITE - UPDATE

Outline Consent for the construction of 183 new dwellings on the Newlands School site was granted by Lewes District Council’s Planning Applications Committee on the 6th of September 2017.


As there was a formal objection to the granting of consent lodged by Sport England, the application had to be referred to the Secretary of State for Communities and Local Government for further consideration

Sport England’s formal objection was based on the loss of public sports facilities and the Town Council wrote to the Secretary of State in support of the objection and with other general objections to the granting of consent.

The Secretary of State has the power to ‘call-in’ the application to be determined by him following a Public Inquiry. He has however confirmed that in this case he will not exercise these powers and has handed the application back to the District Council for the outline consent to be issued following the completion of a s.106 planning agreement.

The Secretary of State made no comment on Sport England’s objection and the other planning issues. The only reason stated for his decision was that the general policy was for planning applications to be determined locally.

The next stage in the process, once the s.106 Agreement is completed and the outline consent issued, is for the details of the scheme, e.g the design, layout and mix of the proposed housing, to be submitted for approval. There will be a further consultation period allowed and details of this will be publicised as soon as the application is submitted.

In the meantime the Town Council will consider making further representations to the District Council on details it would like to see included in the application.
